On December 7th, the State Council issued the "Action Plan for Continuous Improvement of Air Quality," which includes energy-related measures. The following are the energy-related provisions from the "Action Plan for Continuous Improvement of Air Quality":
Promoting the Development of New and Clean Energy:
By 2025, increase the proportion of non-fossil energy consumption to around 20%, and the share of electricity in terminal energy consumption to around 30%.
Continuously increase the supply of natural gas, focusing on meeting residential and clean heating needs.
Strictly Controlling Total Coal Consumption:
By 2025, reduce coal consumption in the Beijing-Tianjin-Hebei and surrounding areas and the Yangtze River Delta region by about 10% and 5%, respectively.
No longer add self-built coal-fired units, supporting clean energy alternatives.
Provide reasonable support for coal-fired projects and coal consumption that support stable power supply, safe grid operation, and large-scale integration of clean energy.
Actively Closing and Integrating Coal-fired Boilers:
Incorporate coal-fired heating boiler replacement projects into urban heating plans.
Principally refrain from building new coal-fired boilers below 35 tons of steam per hour, promote the construction of district heating networks, and phase out coal-fired boilers and scattered coal within the coverage area.
Implementing Clean Energy Alternatives for Industrial Furnaces:
Systematically promote the use of electricity instead of coal and actively replace coal with gas.
In key areas, no longer add fuel gas generators, and new, renovated, expanded heating furnaces, heat treatment furnaces, drying furnaces, and melting furnaces should use clean and low-carbon energy.
Continuing the Promotion of Clean Heating in Northern Regions:
Progressively implement clean heating in northern regions based on practical conditions, intensifying efforts to replace scattered coal.
Accelerating the Upgrade of Clean Vehicles:
In key areas, for newly added or updated vehicles in public areas, the proportion of new energy vehicles should not be less than 80%.
Promote new energy heavy-duty trucks, aiming for fast-charging station coverage of no less than 80% in key areas by 2025.
Promoting the Adoption of New Energy in Rail Freight Yards, Logistics Parks, Ports, Airports, and Industrial Enterprises:
Promote the development of new and clean energy vessels, increasing the use of shore power.
By 2025, substantially eliminate the phenomenon of "black smoke" from non-road mobile machinery, ships, and locomotives in key areas.
